Yes, you can activate your license key on both your live website and on a development website, but the development site’s domain name must match one of these pattern:
localhost
10.0.0.0/8
172.16.0.0/12
192.168.0.0/16
*.dev
*.local
*.test
dev.*
staging.*
test.*

If the domain name does not match, you will still be able to use the add-ons, but you will have to update them manually.
